Vital City - New York City still has the nation’s largest public school system, but the numbers aren’t what they used to be: Ten years ago, 1.1 million students went to district-run public schools in the five boroughs. This fall, about 900,000 are expected to enroll. That’s the result of family outmigration, falling birth rates and the growth of charter schools.
