states are leading the pushback against the Trump administration's
policies, whether it's by divesting from El Salvador, filing legal
challenges or simply declining to join forces with the federal
government. That's in keeping with the framers' idea of federalism,
which throughout history has led to resistance to authoritarian moves
from the White House and Congress. When used thoughtfully, federalism
