As long as capitalism exists there will be overpopulation, because market forces require an army of barely-employable people as a downward pressure on wages, or who can be used as cannon fodder for future wars. Shrink capitalism and the numbers will go down.
When Poplicola declared the Roman Republic and the Athenians started experimenting with democracy-ish government, the world's human population is estimated to have been around 100M toto.
That seems like a very good number to try for.
