It would probably be more accurate to say "people ruled by right wingers, and at their mercy" don't live as long. The shorter lifespans are in Red States, true; but I suspect that it's people in the Black Belt and Native American reservations -- people who suffer worst from Republican rule but don't support it -- who actually bring the average down.
I think Kevin is correct in that it probably closely tracks where there is no expanded medicare coverage, and in addition to be a measure of politics it is also a measure of poverty. In fact it probably tracks poverty better than anything else.
