The problem is not just political

I might suggest that the answer “depends”.

If the straw is inordinately long, say 100 miles for example, a person standing on either end with no knowledge of the other, might argue (with great conviction, and success) that there is only one hole.

If he straw is short, and even more so as the length approaches the width of a human hair, it might be successfully argued that there is only one hole.

Personally, I have been bothered by the old “glass half-full, or half-empty” question, and was happy when someone suggested “neither”, and that the glass was merely two times as large as was necessary to do the job properly. (May have been an engineer.) And, I suppose this philosophical / psychological puzzle could be extrapolated to Politics.

One would hope there would be logical solutions to some political issues.
