DC aims to ban natural gas in most new buildings city-wide

My first reaction to the report of DC's move to eliminate gas heating in new domestic construction is one of the more stupid ideas I've ever read. I thought DC's move will increase the emission of CO2. Why? Because gas is more efficient as a heating method.

But, on carrying out the calculation using the available data on the portion of renewable supplied electricity, and the relative efficiencies, I find that the resulting CO2 emission will be reduced. Furthermore, the proportion of non-CO2 emitting electric supply is planed to increase.

Because direct heating W/gas is approximately one third less CO2 emitting that heating W/electricity generated by gas turbines, [1] it makes sense in locations where that is the major method of generating electric energy. Since DC obtains approximately 65% of its electricity renewably, then yes, no gas. Even better is roof top solar.
