Capital punishment declining

NY Times -Last year, just 18 people were sentenced to death in the United States, down from 315 in 1996, according to the Death Penalty Information Center. Twenty-seven states retain capital punishment, but just 14 have carried out an execution in the past five years. About a third of the country’s 2,500 death row prisoners are in California and other states with official moratoriums on executions.
