Jaywalking reform efforts see mixed results across states, cities

My own city has lowered speed limits to 20mph in neighborhoods, 25mph on main roads, for pedestrian safety, and pedestrian deaths have increased. They added a pedestrian right of way law that is so poorly understood by most people that some pedestrians will walk out in from of cars expecting a 1000+ pounds of steel to stop on a dime.
