Ezra Klein - The wise @d_simas just made a very good point to me over the phone. One problem for the $3.5 trillion reconciliation bill is its, well, the $3.5 trillion reconciliation bill. The Rescue Plan was defined by the stimulus checks. This bill is defined by its price tag.
Sam Smith - The plan also covers a decade of expenditures. Most spending bills are identified by their annual cost. Wouldn't $350 billion seem less scary than $3.5 trillion?
