A Republican running for Congress in Connecticut was arrested Monday night and dropped out of the primary campaign just hours before voters went to the polls on Tuesday, the authorities and state party officials said. The candidate, Thomas Gilmer, was charged with strangulation and unlawful restraint in connection with a “possible domestic assault,” the police in Wethersfield, a Hartford suburb, said in a statement.
