Not sure just what Trump and the 'conservative' people are actually trying to accomplish. But I've heard a saying from time-to-time that goes like this: "Be careful what you with for".

If the conservative, and presumptive racist bigots they might represent, desire a lily-white christian 'universe' here in the 'Merica; then, they might design a slightly different approach. Rather than something down-the-road that might include something out of an Orwell novel (although, we're almost there already).
I figured it out... Alien Of Extraordinary Ability, “genius visa” or “artists' visa”, is an alien classification by United States Citizenship and Immigration Services. The United States may grant a priority visa to an alien who is able to demonstrate "extraordinary ability (MEANING A C+ GPA?) in the sciences, arts, education, business, or athletics" or through some other extraordinary career achievements. The immigrant version of the classification (EB-1A), which grants permanent residency, additionally requires the alien to demonstrate "sustained national or international acclaim" (ASSUMING A FOREIGN STUDENT, YES “INTERNATINAL”), "achievements recognized by others in the field of expertise" (LIKE COLLEGE PROFESSORS), and "a level of expertise indicating that the individual is one of that small percentage who have risen to the very top of the field of endeavor" (ARTICLE STATES FOREIGN STUDENTS ARE ONLY 5.5% OF STUDENT POPULATION). It has the important advantage that the petitioner can self sponsor rather than relying on an employer sponsor. Depending on country of origin, this category may also allow one to bypass waiting lists of many years.
These foreign students are presumably more gifted, smarter, and have more to offer this country than somebody that merely slept with somebody to get this type Visa.
