El Paso to drink treated sewage water due to climate change drought

With all this talk of building new treatment plants and such, is El Paso mainly using high tech strategies to change water usage and to better manage rain water runoff? This article looks like it.

I checked online and didn't find any evidence of El Paso running a composting toilet program where homeowners and rental unit owners can get tax breaks and vouchers to purchase and install approved composting toilets. This would lower water usage and allow fewer pathogens into the water that needs to be cleaned and reused. It would help to reduce some of the "ick" factor too.

Are they working on capturing rain water high up in the local watersheds by putting check dams in arroyos to keep the water from flash flooding and to help it to sink in and recharge aquifers?

If Geoff Lawton can develop gardens that make mushrooms grow in the dead sea valley, perhaps El Paso should try some of his strategies.
