Tip to journalists
Reform is the act of making something that didn't work well better. Reorganizing our tax policies to mainly help the top one percent doesn't fit into this category.

Connotation, perhaps, but denotation? Not sure about that, Sam, given the obvious etymology. I think "improve" or "meliorate" would be the only sure-fire candidates for "making something better". Probably why the politicians use "reform" instead.
