Just a little behind in universal healthcare

The US government recognizes that a preoccupation with health is psychologically damaging, so as a service to its poorer citizens it allows private health facilities to make health care outrageously expensive and unattainable, just as it does by taxing tobacco and alcohol to discourage their use and protect its citizens.
This modern approach to health care has not yet caught on in those backward countries that still have universal health care, but the US government is working diligently to enlighten their governments.
