King George III has, among other things,] kept among us, in times of peace, Standing Armies without the Consent of our legislatures.
He has affected to render the Military independent of and superior to the Civil power.
—Declaration of Independence
The Congress shall have Power ... To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;
To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years....
—U.S. Constitution. Article I, § 8.

A declaration of war and letters of marque and reprisal against ISIL would not be a bad idea, but on no account should we defend any sheikhdoms. With war declared, defense of Saudi Arabia could be construed as treason. Maybe that's why it's not happening.
