A TV question we've been puzzling about

 Why have TV news broadcasts started showing a clear picture in the center with an annoying blur on each side? I hate that.

Because some footage is shot with cellphones.

More and more often, whenever an important events, a lot of folks start taking pictures or videos with their phone. Since they are not professional cameramen, they keep their phones in vertical position.

Since TV format is horizontal, traditional TV stations need to adapt the resulting video.

You might crop a section of it, but this is hardly ever possible. Most of the times, you need either to accept black bands (or a graphic filler) on the two sides, or add the blurred image you are seeing. Usually a creative director will decide what looks better.
