Before resorting to mandates, how about making it easier for people to get paid time off work for getting the shot, and the day or two after for feeling ill. That has been reported to be a huge barrier to many workers wanting to get shots. It would increase vaccine uptake without a vaccine mandate, if the government would mandate employers must give time off and if the government would insure that workers don't miss out on pay for that time, vaccinations would increase. This animosity toward people who have not gotten the vaccine is more about divisiveness that it is about public health. Lots of people want to get the shots, but cannot because their work is not allowing it.
Another way to get people to get shots would be to remove the liability protections from Big Pharma, so Big Pharma can face the costs of when their products do harm.
Medicare for All would increase vaccinations dramatically because taking the risk of an adverse event is less daunting if you know any medical care you may need after will be paid for, instead of coming out of your pocket.
There are people who medically should not get vaccines, but they are being painted with the same brush as the hysterical people claiming the vaccines make you magnetic. This is dangerous, because there are good medical reasons for some people to not get vaccinations, and pressuring them, or god forbid allowing a child to consent when they might not understand all the medical implications of their own medical conditions, is unconscionable. Mandating vaccination for employment is unlikely to be managed with nuance and is very likely to make employment impossible for those who cannot be vaccinated for medical reasons.
