Because of the Karst geology, the county has a point, but I think they were rather heavy handed (bullying and harassment). Is that county so poor they can't engineer an acceptable system? If they did, it wud be useful for others. Since the grey water is for agricultural use, I'd think the surface use would additionally treat the water before it drained into the ground water.
