My city has a street safety program like this, and it has led to an increase of pedestrian deaths. The city has gone so far as to lower speed limits to 20 miles and hour, and made a bunch of changes, some which help, but many of which make it so confusing with all the madly incoherent spaghetti junction of painted lines and busy intersections, that it's difficult for anyone to avoid accidents. Many of the problems are from lack of education and information of the public as the program was rolled out.
