In the previous CNN article LINKed in this article ( from 6 Dec 2020 ) it states:

"Federal rulemaking is a key power held by the executive branch. While Congress passes legislation that becomes law when signed by the president, it's up to the executive branch to interpret and implement these laws through regulations.

I realize that my memory isn't quite as good as in previous decades, but in the 'Seperation-of-Powers' that I recall, it is ONLY the Judicial Branch of the government that has the right to "interpret" law.
