Once more, all of this can be explained by behavoir at large. Those who are inclined to wear masks will limit density and length of exposure. Those who are inclined to eschew will not change contact parameters at all.
It is not the masks that are mitigating, it is a change in behaviour with respect to how many people you are willing to be near, and for how long. That we can not in this day and age grok this simple science is woeful.
