Is this a veiled threat by the tRumpsterfire? If the eviction moratorium ends in December, and whoever wins the white house takes office later January, then tRump is leaving a window of time for landlords to evict people until the next office holder is sworn in. Unless tRump decides to step in again before he leaves office, renters will be screwed in December/January. I suspect if he loses he won't extend eviction protection, if he wins, who knows if he will be bothered to help renters then? But if tRump wins his acceptance speech will likely include his announcement for the start of his 2024 campaign.
