Death rates would be more instructive if the rate was per the more vulnerable, i.e some measure of those older and w/ underlying lung or other disease. This would probably lower Italy's rate more similarly to those elsewhere. (I assume Italy's demographic pyramid is "top heavy".) Better is if the rate were rates for each political entity. e.g. one per children, one for the mid. ages, etc.
