One weekafter it was announced
that four family members in Senatobia, Mississippi, were being charged
with a crime for cheering at the local high school graduation, the
superintendent of schools finally relented and dropped the charges.

Until the graduation is concluded you are still in a high school function and subject to its rules. Query whether someone could be expelled retroactively after they have received their diploma. The follow up next year will tell whether backing down was a mistake. One recalls the problems that Franklin Pangborn encountered.
