Target destroyed.
For a pittance, top quality free education for all could be on line. Open databases of millions of tested test questions and answers and test-as-you-go instruction is all that is required. Disallowing copyright of test questions and answers would help.
Universities do not deserve to stay open for one more day. They are basically rackets, evaluating their own product and selling knowledge that they do not own. They are unethical institutions, and could probably be successfully prosecuted under RICO.
Taking away the teachers' responsibility for curriculum choice and grading, on an institutional as well as individual level, would free them to stop wasting time in classrooms and make it possible instead for them to help the kids.
Teachers are the last people who should be deciding what the kids need to learn. They are certain to have a wrong agenda.
Like journalists, teachers tell you what they want you to know, not what you need to know.
