Sam Smith - Republicans like to argue that Democrats make government a federalist, socialist thing, while they are serving the interests of big corporations and their lobbyists. The Democrats could combat this better than they do if they would emphasize existing provisions, and provide more, of local authority in federal legislation, describing it as a "federal-local partnership," serving communities where there is less political sellout than at the state and national level. It would also help deal with the socialist argument given the array of socialist functions - such as police, fire, and schools - that play such an important role at the local level.
