NSA's exabytes of voice traffic is just a hideously expensive boondoggle, but this kind of system --a layer on top of the existing systems that already monitor our lives piecemeal-- is terrifyingly plausible. One big database layer to record all our associations and interconnections, and we'll find ourselves on the equivalent of the "No-Fly" list for every part of our lives.
Everyone commits Three Felonies A Day (q.v.) and that's all the Really Big Chunks floating around on top need to box us up forever.
