Landlords would simply increase rents to capture the additional money unless prevented. And if they were prevented, other predators would step in (pharm companies, inet providers, schools that aren't tax-paid, and of course the health-prevention companies)
We can see it happening all around us now, without any such dole.
The only way it can work is price control.
