When the first charter school opened in Minnesota in 1989 it was supposed to be a model for a kind of educational curriculum to be determined by the parents and faculty at that school. Charter schools were supposed to be freed from educational bureaucracy and red tape so that the agreed-upon curriculum could be presented.<br />"Market-based" smacks of the kind of programmed scams that the Bush family persuaded school districts to purchase from them.
