How Trump plans to hurt the food stamp program

Only a criminal would charge stores for serving the poor. sounds like a clear case of extortion to me. In RI those folks might walk into the store with a baseball bat and rifle the cash register. And what Presidnet Toxic Dump is doing is the equivalent.
