Included in this definition is the westward occupation. But the MIC didn't dominate until Polk invaded Mexico. Washington had a minimal military budget and set the example. Charles Sumner's 1845 The True Grandeur of Nations speech argues that the anti-imperial founders were not militarists in the global system. Pacifist Sumner's plan for world peace was a united nations legal structure plus disarmament. The former goal having been achieved, the road to the rule of law globally now is in disarmament, which the US challenges by a military system of international balances.
