The dispute between the Whigs and the Dems over general prosperity versus general poverty with private prosperity was observable in the 1830's by travelling South into Dixie. Same today with low tax states offering cheap neoslavelabor versus high tax states offering an educated labor force that votes for infrastructure. This goes back to the 1640s Massachusetts versus Virginia.
