In 1983, the then governor of Arkansas, Bill Clinton, appointed Hillary to head a task force on education. She teamed up with Sam Walton, founder of Walmart, and other elites in Arkansas to get an education bill passed that instituted a punitive regime of standardized testing for students and skills tests for teachers. This was, if not the first, one of the first salvos in the reactionary war on public education.

Oh Sam, you're kind of far off on this one. Dutch Reagan and crew were well on their way with the agenda to undermine and denigrate public education in the 1960's. And, it should be pointed out, that among the very first acts upon entering his presidency Reagan propose major cuts to the Department of Education.
Let us also not forget to make mention of the 1971 Lewis Powell Memo that, in addition to attacking the Forth Estate, served to more or less stand as the unintentionally public declaration of war public sector education.
