Lowering the Bar - A 53-year-old landlord in Waynesville, Ohio, has been charged with assault for allegedly spanking a tenant whose rent was late, telling him "if you're going to act like a child I'm going to treat you like one." The tenant, who dropped his pants so the landlord could hit him with a belt, told police he submitted because he "was scared and just wanted to get it over with."
